Secretary Heidi Alexander, supported by the Prime Minister, the Chancellor of the Exchequer, Secretary Louise Haigh, Secretary Shabana Mahmood, Secretary Jonathan Reynolds, Secretary Angela Eagle and Justin Madders, presented a Bill to make provision for licences authorising the charging of tolls in return for securing works on trunk roads in England; about the functions of holders of licences; about enforcement; for a special administration regime for holders of licences; about the collection and enforcement of tolls charged under other Acts; and for connected purposes.
Bill read the first time; to be read a second time tomorrow, and to be printed (Bill 145) with Explanatory Notes (Bill 145–EN).
7Housing Bill: Presentation (Standing Order No. 57)
Gideon Amos presented a Bill to establish a target for the annual provision of 150,000 new social homes in England; to require the Secretary of State to report to Parliament on progress in meeting that target; to provide local authorities with further powers relating to social housing, affordable housing, and the right to buy, including to end the right to buy; to make provision for a scheme enabling social housing tenants to acquire equity in their home by virtue of paying rent for that home; to make further provision consequential on that scheme; and for connected purposes.
Bill read the first time; to be read a second time on Friday 27 November, and to be printed (Bill 146).
8Social Housing Bill [Lords]: Second Reading
Motion made and Question proposed, That the Bill be now read a second time.
Amendment proposed, to leave out from 'That' to the end of the Question and add 'this House declines to give a Second Reading to the Social Housing Bill [Lords], despite supporting the measures in the Bill to protect victims of domestic abuse, because the Bill will effectively abolish Right to Buy, destroying the aspirations of social tenants who wish to one day purchase their own home; because the Government is failing to build the homes required, as in 2024–25 there were 12,810 fewer net additional dwellings delivered in England compared to the previous year, and the Bill does nothing to promote much-needed housebuilding; and because the Bill does not ensure that social housing is used effectively and is reserved for British citizens.'.—(Gareth Bacon.)

9Social Housing Bill [Lords]: Programme
Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Social Housing Bill [Lords]:
Committal
(1) The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 3 November 2026.
(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
(4) Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and Third Reading.

10Draft Conversion Practices Bill (Joint Committee)
Resolved, That this House concurs with the Lords Message of 1 September, that it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on the draft Conversion Practices Bill (CP 1604) presented to both Houses on 25 June.
That a Select Committee of six Members be appointed to join with a Committee appointed by the Lords to consider the draft Conversion Practices Bill.
That the Committee should report by 22 January 2027.
That the Committee shall have power—
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report from time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.
That the quorum of the Committee shall be two.
That Olivia Bailey, Alex Barros-Curtis, Danny Beales, Feryal Clark, Marie Goldman and Sir Jeremy Wright be members of the Committee.—(Harpreet Uppal.)
