That this House, while agreeing on the need to prevent and deter the exploitation of vulnerable migrants brought to the UK by people smugglers via unsafe routes, declines to give a Second Reading to the Safety of Rwanda (Asylum and Immigration) Bill as it would place the United Kingdom at risk of breaching international law, including the European Convention on Human Rights (ECHR) and the 1951 Convention Relating to the Status of Refugees, and because, owing to the lack of clarity regarding the total projected costs of the revised Migration and Economic Development Partnership between the United Kingdom and Rwanda, this Bill is likely to place an uncertain burden on the taxpayer.

That this House, while affirming support for securing the UK’s borders, reforming the broken asylum system and ending dangerous small boat crossings, declines to give a Second Reading to the Safety of Rwanda (Asylum and Immigration) Bill because the Bill will not work to tackle people smuggling gangs, end small boat crossings or achieve the core purposes of the Bill, will lead to substantial costs to the UK taxpayer every year whilst applying to less than one per cent of those who claim asylum in the UK, threatens the UK’s compliance with international law, further undermines the potential to establish security and returns agreements with other countries and does not prevent the return of relocated individuals who commit serious crimes in Rwanda back to the UK.

That this House, while supporting the Government’s stated aim to protect vulnerable people from the dangers of crossing the English Channel in small boats, declines to give the Safety of Rwanda (Asylum and Immigration) Bill a Second Reading because outsourcing the UK’s human rights obligations to a third country is both unworkable and immoral, because the Bill overrides the UK Supreme Court’s recent judgement and finding that Rwanda is not a safe country and undermines the role of domestic courts by seeking to legislate by assertion that Rwanda is safe, something that can only be determined by the facts on the ground, because the Bill fundamentally undermines the separation of powers by eroding the ability of the UK’s domestic courts to scrutinise the legality of Government decisions, and degrades the UK’s human rights reputation, disrespecting the role the UK has played in helping to shape the international rules based order, including its contribution to the drafting and early ratification of the European Convention on Human Rights in the aftermath of the horrors of WWII.

2. SAFETY OF RWANDA (ASYLUM AND IMMIGRATION) BILL: PROGRAMME

That the following provisions shall apply to the Safety of Rwanda (Asylum and Immigration) Bill:

Committal

(1)The Bill shall be committed to a Committee of the whole House.

Proceedings in Committee of the whole House, on Consideration and on Third Reading

(2)Proceedings in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall be completed either in two days or in three days, in accordance with the following provisions of this Order.

(3)Proceedings in Committee—

(a) shall be taken on each of the first and second days in the order shown in the first column of the following Table, and

(b) shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table.

(1) to compensate persons affected by previous versions of the computer system known as Horizon (and sometimes referred to as Legacy Horizon, Horizon Online or HNG-X) used by Post Office Limited;

(2) to compensate persons in respect of other matters identified in High Court judgments given in proceedings relating to the Horizon system.
