4Renters' Rights Bill: Second Reading
Motion made and Question proposed, that the Renters' Rights Bill be now read a second time.
Amendment proposed, to leave out from 'That' to the end of the Question and add 'this House, while recognising the need for security and affordability for tenants in the private rented sector and respecting landlords’ property rights, declines to give a Second Reading to the Renters' Rights Bill because the Bill fails to deliver those outcomes and will reduce the supply of housing in the private rented sector, forcing up rents and reducing choice for tenants, especially young people, because it proposes to remove section 21 of the Housing Act 1988 without ensuring that courts and tribunals can handle claims from renters and owners promptly and fairly, because it is not accompanied by a proper assessment of the cumulative impact of changes relating to energy efficiency regulation, advertising and rent arrears on costs and entry for new tenants and because the regulatory uncertainty will discourage institutional investment in the Build to Rent sector and undermine housebuilding.'.—(Mrs Kemi Badenoch.)

5Renters' Rights Bill: Programme
Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Renters' Rights Bill:
Committal
(1) The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 28 November 2024.
(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
(4) Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and Third Reading.
