2. EUROPEAN UNION (FUTURE RELATIONSHIP) BILL: BUSINESS OF THE HOUSE

That the following provisions shall apply to the proceedings on the European Union (Future Relationship) Bill:
Timetable
(1)(a) Proceedings on Second Reading and in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall be taken at today’s sitting in accordance with this Order.
(b) Notices of Amendments, new Clauses or new Schedules to be moved in Committee of the whole House may be accepted by the Clerks at the Table before the Bill has been read a second time.
(c) Proceedings on Second Reading, proceedings in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at 2.30pm
Timing of proceedings and Questions to be put
(2)As soon as the proceedings on the Motion for this Order have been concluded, the Order for the Second Reading of the Bill shall be read.
(3)When the Bill has been read a second time:
(a) it shall, despite Standing Order No. 63 (Committal of bills not subject to a programme order), stand committed to a Committee of the whole House without any Question being put;
(b) proceedings on the Bill shall stand postponed while the Question is put, in accordance with Standing Order No. 52(1) (Money resolutions and ways and means resolutions in connection with bills), on any financial resolution relating to the Bill;
(c) on the conclusion of proceedings on any financial resolution relating to the Bill, proceedings on the Bill shall be resumed and the Speaker shall leave the chair whether or not notice of an Instruction has been given.
(4)(a) On the conclusion of proceedings in Committee of the whole House, the Chair shall report the Bill to the House without putting any Question.
(b) If the Bill is reported with amendments, the House shall proceed to consider the Bill as amended without any Question being put.
(5)For the purpose of bringing any proceedings to a conclusion in accordance with paragraph (1), the Chair or Speaker shall forthwith put the following Questions in the same order as they would fall to be put if this Order did not apply:
(a) any Question already proposed from the chair;
(b) any Question necessary to bring to a decision a Question so proposed;
(c) the Question on any amendment, new Clause or new Schedule selected by the Chair or Speaker for separate decision;
(d) the Question on any amendment moved or Motion made by a Minister of the Crown;
(e) any other Question necessary for the disposal of the business to be concluded;
and shall not put any other questions, other than the question on any motion described in paragraph (16)(a) of this Order.
(6)On a Motion so made for a new Clause or a new Schedule, the Chair or Speaker shall put only the Question that the Clause or Schedule be added to the Bill.
(7)If two or more Questions would fall to be put under paragraph (5)(d) on successive amendments moved or Motions made by a Minister of the Crown, the Chair or Speaker shall instead put a single Question in relation to those amendments or Motions.
(8)If two or more Questions would fall to be put under paragraph (5)(e) in relation to successive provisions of the Bill, the Chair shall instead put a single Question in relation to those provisions, except that the Question shall be put separately on any Clause of or Schedule to the Bill which a Minister of the Crown has signified an intention to leave out.
Consideration of Lords Amendments
(9)(a) Any Lords Amendments to the Bill may be considered forthwith without any Question being put; and any proceedings interrupted for that purpose shall be suspended accordingly.
(b) Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement; and any proceedings suspended under sub-paragraph (a) shall thereupon be resumed.
(10)Paragraphs (2) to (7) of Standing Order No. 83F (Programme orders: conclusion of proceedings on consideration of Lords amendments) apply for the purposes of bringing any proceedings to a conclusion in accordance with paragraph (9) of this Order.
Subsequent stages
(11)(a) Any further Message from the Lords on the Bill may be considered forthwith without any Question being put; and any proceedings interrupted for that purpose shall be suspended accordingly.
(b) Proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement; and any proceedings suspended under sub-paragraph (a) shall thereupon be resumed.
(12)Paragraphs (2) to (5) of Standing Order No. 83G (Programme orders: conclusion of proceedings on further messages from the Lords) apply for the purposes of bringing any proceedings to a conclusion in accordance with paragraph (11) of this Order.
Reasons Committee
(13)Paragraphs (2) to (6) of Standing Order No. 83H (Programme orders: reasons committee) apply in relation to any committee to be appointed to draw up reasons after proceedings have been brought to a conclusion in accordance with this Order.
Miscellaneous
(14)Standing Order No. 15(1) (Exempted business) shall apply to proceedings on the Bill.
(15)Standing Order No. 82 (Business Committee) shall not apply in relation to any proceedings to which this Order applies.
(16)(a) No Motion shall be made, except by a Minister of the Crown, to alter the order in which any proceedings on the Bill are taken, to recommit the Bill or to vary or supplement the provisions of this Order.

That this House, while agreeing that the Government must not allow the implementation period to end without a deal for the UK’s future relationship with the European Union, declines to give the European Union (Future Relationship) Bill a second reading because it implements the first free trade deal in history to put up new barriers to trade that will harm UK businesses and impose additional costs on UK consumers, ends the mutual recognition of professional qualifications, deprives the UK’s financial services sector of passporting rights, deprives UK police of direct, real-time access to EU-wide law enforcement databases, ends the UK’s participation in the Erasmus+ student exchange programme, does not provide a grace period for businesses to prepare for and adapt to the new rules, and will result in lower economic growth and less revenue for key public services, because it therefore does not meet the undertakings given to the people of the UK by the Prime Minister and other members of the Government, and because the Government has failed to provide sufficient opportunity for Parliament or the public to scrutinise it properly.

That this House declines to give a Second Reading to the European Union (Future Relationship) Bill because it seeks to implement a deal that breaks countless promises this Government made at the 2019 General Election and both during and since the Brexit referendum in June 2016, does not have the public’s explicit informed consent, ends the right to freely travel, live and work in 27 other EU countries, fails to secure access to the Erasmus Programme, will inflict economic hardship on the UK, fails to include the trade in services that are the UK’s main export to the EU and that will be significantly damaged by the end of free movement, increases technical barriers and costs for UK businesses, risks exposing UK consumers to lower quality food and reduced animal welfare standards, and undermining hard won protections for the environment and for workers’ rights, diminishes the UK’s global influence, cuts the ties that were designed to bring nations together to build peace out of the ruins of the Second World War, and fails to reflect that the nature of the climate and ecological emergencies require the closest co-operation and partnership, cross border working and for a shared and safe future to be the utmost priority.

That this House declines to give a Second Reading to the European Union (Future Relationship) Bill because, in implementing the Trade and Cooperation Agreements between the United Kingdom and European Union, it will cause significant harm to every sector of the economy and society of the countries of the United Kingdom; believes that the Bill and the Agreements do not respect the different outcomes of the Brexit referendum in the different countries of the United Kingdom, or the compromise arrangements for a future relationship proposed by the Scottish Government in its Scotland’s Place in Europe documents, and do not even live up to pledges made by those now in Her Majesty’s Government, including the pledges that the UK would have complete control over its fishing waters, that it would remain part of the Erasmus student exchange programme, that mutual recognition of professional qualifications would continue and that the UK would be a safer place through enhanced security cooperation; regrets that Her Majesty’s Government has sought to conclude and implement these Agreements despite the major challenges posed to global wellbeing by the coronavirus pandemic, and has brought forward the Bill without indications from the devolved governments that they will recommend their legislatures agree Legislative Consent Motions, particularly as the Bill seeks to make provisions affecting devolved competencies; and believes that the Agreements demonstrate that no third-party relationship with the European Union can bring the same benefits as full membership, which is what Scotland voted for in 2016, and looks forward to a day in the near future when Scotland will have the opportunity to choose to become a full, independent Member State of the European Union.

(b) any expenditure incurred by the Secretary of State in making payments to the EU or an EU entity to support the PEACE PLUS programme and any successor programmes,
(c) any other expenditure incurred by a Minister of the Crown, government department or other public authority by virtue of the Act; and
(d) any increase attributable to the Act in the sums payable by virtue of any other Act out of money so provided;
(2) any charge on the Consolidated Fund or the National Loans Fund, or any other charge on the public revenue, arising by virtue of the Act.

11. VIRTUAL PARTICIPATION IN DEBATE: ADJOURNED DEBATE [24 NOVEMBER]

The Order of 4 June 2020 (Virtual Participation in Proceedings During the Pandemic (Temporary Orders), as amended on 22 October, be further amended by adding at the end the following paragraphs:
() The Speaker shall draw up and publish a scheme to permit Members who are certified by a medical practitioner as clinically extremely vulnerable (or equivalent) according to relevant official public health guidance issued in England, Wales, Scotland or Northern Ireland, to participate virtually in such debates as are designated for virtual participation by the Speaker.
() The scheme drawn up by the Speaker shall include:
(a) arrangements for demonstrating and registering eligibility for virtual participation in designated debates;
(b) any other provisions the Speaker considers necessary to secure the effective implementation of this Order.
